Sabrina Mitchell, President
Sabrina Taylor Mitchell is a seasoned leader with over 20 years of experience in the insurance industry, currently serving as the Assistant Vice President of the Southeast region for PMA Companies. Her role involves strategic oversight of jurisdictional claims across multiple states, including North Carolina, South Carolina, Florida, Alabama, Georgia, Virginia, Tennessee, Kentucky, and Mississippi. Sabrina’s deep expertise is rooted in her extensive background handling claims for insured, self-insured, and USL&H carriers, and her significant contributions to both national and regional entities.
As a board-certified workers' compensation and litigation specialist, Sabrina's credentials are underscored by her Bachelor of Arts in Psychology from Southern New Hampshire University. Her professional journey is marked by her dedication to excellence and her commitment to advancing the field through leadership and innovation.
In addition to her role at PMA Companies, Sabrina is actively involved in community and educational initiatives. She serves on the boards of Classical Education Schools of Florida Inc and the Rowe Taylor Jr. Foundation, and she is the founder of Be Blessed Journey Inc. Sabrina’s passion extends beyond her professional achievements to encompass her commitment to faith, education, and mentorship, reflecting her holistic approach to leadership and service
Melissa Volk, Vice-President
Melissa Volk is the managing partner of McConnaughhay, Coonrod, Pope, Weaver & Stern, P.A’s Tampa Office and practices in the areas of workers’ compensation and insurance defense as well as civil liability defense. By peer review, she has been given the rating of “AV Preeminent,” the highest rating possible through Martindale-Hubbell. Her clients include large national insurance companies, governmental bodies, construction companies and general contractors, self-insureds, statewide servicing agents, and large national to small local employers. She previously worked as an Assistant State Attorney for the 8th Judicial Circuit where she gathered large amounts of litigation and trial experience. Melissa has also practiced in the areas of civil and construction litigation, real estate, and estate planning. Melissa frequently lectures at seminars throughout the State and Country on many complex workers’ compensation topics.

Sean O’Connor, Treasurer
Sean O’Connor concentrates his practice on defending against workers’ compensation claims.His clients include various employers, insurance carriers and servicing agents, more specifically municipalities, a regional supermarket chain and other self-insureds. Before joining the firm in September 1999, Sean was an associate and then became partner in another well-respected workers’ compensation defense firm in Gainesville. By peer review, he has been given the rating of “AV Preeminent,” the highest rating possible through Martindale-Hubbell. He is a regular speaker at educational seminars on a wide variety of workers’ compensation issues. He is the managing partner of the firm’s Central Florida offices.

Elise White, Secretary
Elise White is an executive business consultant and risk management leader with 16 years of expertise in Workers’ Compensation and Claims, including managing catastrophic cases. She is the President of Change Forward Industries LLC, specializing in workforce development, training, and facilitation services. Previously, Elise was the Director of Workforce Resilience for Zurich Resilience Solutions (ZRS), focusing on workforce risk, talent engagement, DEI, and worker health and safety. She also led strategic projects for Claims Strategy and Innovation at Zurich North America and championed employee programs for mentorship, sponsorship, and wellbeing. Before Zurich, Elise worked in claims roles at Travelers Insurance and Liberty Mutual Group.
Passionate about uplifting her community, Elise is the Director of Partnerships for The Race Half Marathon & 5K, promoting minority-owned businesses and community impact. She previously served on the board of directors for Girls on the Run Georgia. As a thought leader in risk management and future-ready insurance practices, Elise engages audiences with her dynamic public speaking appearances.
Kimberly Johnson-Harris, Director
Kimberly began her career at PMA in 2005 and is currently the Director of Claims in the Quality Assurance Department. She oversees the Quality Assurance Team and audits PMAIC and PMAMC unbundled workers’ compensation claims for adherence to Claim Handling Guidelines. Kimberly also manages the training and development of field claims staff related to Continuous Improvement Reviews (CIR) and related audit performance claims databases. Her work history spans over 36 years and involves training and providing oversight of workers’ compensation claims with some limited experience in general liability, property, and auto claims. Kimberly graduated Summa Cum Laude and earned her BA in Technical Writing and an MBA from the University of Florida and Strayer University. She holds FL, GA, AL, NC, SC and KY adjuster licenses. She has AIM and CWCP designations.
